Under Bush-Cheney, the price of oil/gasoline has doubled.
The Clinton years gave us fairly priced gasoline and government surpluses. In retrospect it was a huge mistake not to use those surpluses to build huge alternative fuels programs, but the political will was not there, mainly because people were used to cheap gasoline and weren't calling for it.

The energy gouging started the day after Bush-cheney were first nominated at the GOP convention.

Carter did have high gas prices (like GW Bush) and what he did was install terrific fuel efficiency and solar power programs which would have had us completely off Arab oil by now. But Reagan's people dismantled the whole thing when they cae into power. They too were in bed with Big Oil, though not nearly as much has Bush-Cheney who have turned the GOP into the Gas + Oil Party.
