"Officially declare war on terrorists ? You've got to be kidding. Congress can't do anything about anything" Well they can spend money like drunken sailors. but I agree that today's Congress lacks the testicular fortitude to declare war on terrorists. I also had not thought of the agle you did. The idea of giving Hillary any more power than she would grab without having a war declaration is very scary. She would have every non leftwingnut media type behind bars.
