Yes, those 3 (HBM, EZM and BWR) are all undervalued based on current and future cash flow. That's pretty easy to see, so their recovery from the correction is understandable. Now, the non-producers have a less clear future. They still have a number of variables before reaching production (and some won't reach production).

I don't really see BWR as having come back. It's still below the price of 3 months ago. Hence my previous post.
