John, I hope I didn't imply you did not - I was riffing off your thoughts. Because most of our states are so well gerrymandered, I think that the sad truth is that the chances of any member of the House of Representatives being turned out office for any given vote on any issue ranges between zero and nil for almost 90% of them. The Senate, however, is a different matter.

The fact remains that, in order to effect such monumental structural change, one has to create the climate for that change. Announcing the proposed change with details to come later, failing to provide the details in a timely fashion before general opposition has time to gel, and then doing little to promote that change doesn't constitute a serious policy initiative in my book. (And I think it was a needless and horrific waste of hard- and well-earned political capital.)
