President Bush in a speech following 9-11 put the terrorists on notice that he would follow financial transactions.

What Bush didn't tell us, is that he would be monitoring all financial transactions, even those that would ordinarily require a warrant to obtain.

And that is what the times reported. We all knew and expected that Bush would follow terrorist transactions. No one expected that billions of transactions would be obtained.

It's all spin, Bush blaming the media for exposing what was already well know. Bush announced it!
