The administration has a huge credibility problem when it comes to differentiating between political spin and operational intelligence. If people believed Bush in general on most things, maybe he could get away with it. But his record on Iraq and terror is littered with exaggerations and worse.

I don't take Bush at face value on just about anything. That sentiment is matched by around half or more of the electorate. In short, Bush can't issue executive decrees with absolute sway (much as Cheney thinks he can).
