Depending on the situation it might be rudeness, or in certain specific situations it could even be a violation of the law, but it has no connection to the idea of colonization. In this case I don't think it was a violation of any law (but I'm not an expert on Iraqi law in general, or the specific agreements about American forces in Iraq), and if it was justified for security reasons it might not even be considered rude.
