<It would be easy to argue both sides of that statement since it relies on an emphasised "NO" and an "A" all of which implies that you mean something subtle> "No" and "a" are probably the LEAST subtle words in the English language. :) <The emoticon also implies that the whole think is a joke.> It's not emotional at all. It's emphasis, using your words... and it's not a joke, I just linked in the 'cause and effect' piece which spoke about the differing interpretation and meaning the phrase evokes given the evolution of our understanding of the way the universe works.
