Another thought could be decorative hand-rail components ..
to replace the wooden / IRON choices out there ...
they might have to "pop" together (like those toy beads )so that a mix and match for height and length can be achieved ending w/a sawed off toppers - some w/xx degree angles for the step down level need and the ends can be cut and ended w/cap.
