I'm for incentives not government crack downs on women.

If governments educate women the number of children they have drops. Hey, if governments gave free professional or PhD educations to all women, imagine how long they could delay birth.

If governments gave out contraceptives and included birth control and planning education as a regular part of schooling, the rate would drop. If governments engaged in propaganda extolling the virtues of small families, the birth rate could plummet.

There are many ways to drop the birth rate and actually decrease the population overall without resorting to governmental mandates. China and India have problems with too many men which leads to societal instability when they grow up and can't get wives. I don't think that's what we want either...leads to more antsiness and wars.
