No, Webster knows terror. He sees the bomb go off on tv, changes the channel when he sees another scene in the same country he is certain that terror doesn't work, therefore it doesn't exist. Lets face it, when Webster puts down his bong and goes for some more ice cream, he knows the kitchen won't explode. All is well in the world. Webster goes to sleep content that he figured it all out.
