Environment Minister Responds to State of the World Report Germany's climate protection policy and its committment to the Kyoto Protocol are setting an important international example, as confirmed recently by the findings of the Worldwatch Institute's annual State of the World report, Federal Environment Minister Jürgen Trittin said recently. "State of the World 2002" has reiterated two findings made during the past ten years of international climate protection policy: that man-made climate change is scientifically proven, and that, from an economic point of view, it pays to be at the forefront of climate protection policy. The German government's active climate protection policy has reached significant milestones, including a 15.5% reduction in CO2 emissions by the end of 2000 compared to 1990 levels. Proactive measures include the Renewable Energy Sources Act, the "100,000 Roofs Program" promoting solar power, the Market Introduction Program for Renewable Energies, and the Biomass Ordinance. Germany is also a world leader in wind energy. In the renewable energies sector alone, over 50,000 jobs have been created. And estimates indicate that reducing CO2 emissions by 40% by the year 2020 is not only feasible but would create 200,000 jobs. "I agree with the assessment by the Worldwatch Institute, that climate protection targets can best be achieved with a parcel of instruments," said Trittin, "in particular with clear measures geared to the economy which reward innovative enterprises and give German companies a stronger position on the global market". Minister Trittin went on to say that the Kyoto Protocol forms the framework of climate policy for the 21st Century and must be consistently further developed. "It is now vital," he said, "as the Worldwatch Institute also states, to allow the Kyoto Protocol to enter into force under international law in time for the World Summit in Johannesburg. In Germany, the ratification procedure needed for national implementation is already well underway.
