Reports today that the Bush Administration is moving toward the House position on immigration...with the Senate still working its angles. This after the Bush Administration seemed to make it clear that it'a position, the President's position, was not going to be modified....rather, the House was expected to moderate its harder line stance.

If true, is this a flip-flop by the Administration? What kind of message does this send to the Senate?
