We already have such training and procedures. We can try to make them better, but any change will only be at the margin, they are already far more effective than in most military forces. Which doesn't mean that if we find a reasonable way to improve the training and procedures we should not implement it, we certainly should, the more improvement we can get the better, but thinking that its possible to have a quick massive change isn't realistic, and neither is thinking that atrocities can be eliminated (rather than just made relatively rare).
