its a voluntary thing I believe

Perhaps, but sometimes the young chicamin become loose only after abuse as small change. It's not really their fault because this often leads to a misspent youth of burning holes in pockets, committing petty cash. Before you know it, they're loose change. Easy money.

The next step is to get involved with filthy lucre or try the hard currency, then blow their wad getting loaded on scratch and have to turn to the skin trade for bread. But that doesn't pay jack. A pittance, really. Not enough for gravy, cabbage or even lettuce. Certainly no way to get fat. So when the bills come due and they haven't got the wherewithall, they loot the kitty. It's not a capital offense, but when the chips are down, somebody always spills the beans and they get tossed in the legal tender. They end up a worthless specie, nothing but mad money.

Such are the wages of sin. Another young buck sacrificed on the altar of the Almighty Dollar.
