Some pollution is more visible than other pollution. We tend to react to the visual impact of pollution. Dust pollution is the most visible, followed by particulates from coal and diesel. Dust from construction browns the air -- we can see it. Large scale construction creates tons of dust. Beijing also has the desert at its doorstep to contend with. In 2008 there will be less construction dust -- that alone will help. Coal in the city will be history. That will help. As for the Gobi, I don't know although remediation efforts exceed anything you see with deserts in other parts of the world. Bottom line, these cities will still have terrible pollution, but the visible aspect will improve dramatically.
