You still can't explain what % of the local population during the invasion of Afghanistan were not "illegal combatants".

The percentage that were not carrying arms, or logistically supporting Al Qai'da.

I would like to say the Taliban fighters were illegal, but that's a very murky story unto itself. They were not dressed in any form of uniform, nor did most carry documention affiliating them with the Taliban government, or as Afghani soldiers commanded by the Taliban Government.

However, one thing that is fairly clear is that any foreigners (including Pakistanis without Afghan tribal/family connections) captured in Afghanistan were quite likely there as part of Al Qai'da or as agents of the Taliban.

After all, that was not a country where Foreigners were particular welcome under the Taliban. You just didn't go there unless you were conducting business with the Taliban, or Al Qai'da.
