Bush refused to engage with North Korea for four years. During that time, NK went ahead unchecked with its weapons programs. so now they could be many times more dangerous than they were when Bush came into power. Now Bush is finally coming around to see a solution -- exactly the solution Clinton had - hard to swallow maybe, but since we have no real military option there, the best we can do for now.

Bush has done even worse with Iran , Palestine, Somalia and Iraq. And Afghanistan and Pakistan are backsliding as well.

All of this proves Bush's foreign policy philosophy (if you can call it that) does not work. It makes things worse.
