Could SUN (or anyone) build a co-processor dedicated to JAVA? Would such a thing make a substantial difference in performance running java apps?

I am inclined to say no. Java is a general purpose programming language. General purpose microprocessors such as Opteron are already designed for such, with lots of balances and tradeoffs. It's not as if Java is a limited set of operations like encryption for example.

They've done it. Well, not as a coprocessor, but that is a minor nit.
