During the rocky two-year campaign to enact election reform, the debate was mostly driven by the hanging chads, butterfly ballots and 36-day Florida recount in the 2000 presidential election.. For Sen. Christopher "Kit" Bond, R-Mo., though, the motivating force for the bill was not the chaos in Florida. It was the mayhem in St. Louis. On election night in 2000, Bond angrily pounded his fist on a lectern and accused Democrats of trying to steal the election after they
