Actually Bush is campaigning constantly and is actively trying not to get impeached. So in effect he is running for president, constantly. If the public were to find out he totally lied from day one, even about 1972 (like a cocaine bust he covered up) then there will be all the more public support for his ouster.

Remember, the people rule the USA, not politicians. As much as the rightwing has tried to take away the peoples' rights and rubber stamp the White House, we the people through congress have the right to remove any president we want at any time. Bush is guilty of all kinds of high crimes, much worse that Watergate already. So he really has to keep running and covering up his secrets.
