Not necessarily. There may have been no realistic hope for success. IMO its unlikely that any action that Bush could have taken in response to North Korea, short of a massive attack would have seriously derailed their nuclear and missile programs. A massive attack could have derailed the program but could also have resulted in millions of deaths after North Korea counters by attacking the south and maybe even launching missiles at Japan.

Well maybe even if nothing could have been done to stop them, bad results still sometimes result in harsh criticism of the administration, but if the results couldn't have been avoided than the criticism isn't very reasonable.
