I think Rove is a very efficient manager, but I don't think he could be considered a genius.

I would think a "manager" would go at an individual election using everything available to him to incrementally move his candidate into a position to win. Rove seems to have done that with the two Texas races and the two whitehouse races.

But I think a GENIUS would have tried to create a legacy which could be directly attributable to himself. The legacy of Rove may ACTUALLY turn out to be the destruction of the Republican Party. I don't think he had that in mind at all and that turns the genius back into the efficient beauacrat.
