Ah, that is a perfect setup for Mr. Fowler and his parsing talents. I will be brief and note that you can still do the wrong thing effectively, if you achieve those "wrong" aims.

There is a big school of thought at home and abroad that the Iraq invasion was unnecessary and founded on mistaken premises. Perversely, if Bush succeeds in his aims, it could still have a desirable result.

But if it doesn't succeed and the whole venture is seen as a mistake by a majority at home and abroad, the foundations for future action in the same vein have been severely undermined.

Imagine if Bush actually wanted to invade Iran now. How many people would believe and follow him, a sizeable phone booth's worth?
