Tim, you're thinking of cities, where people get water from some governmental or gov't controlled entity. I'm talking about irrigation, where the only control is in either the permitting process or (rarely) in a metered pumphead.

People using water in cities can be wasteful, and economics will control their usage, no argument there. But large users, like factories and farmers, get permits for a specified number of acre-feet of water from their own wells. Typically, those permits are controlled only by the permit holder.
