Since the petrol finishes up as H2O and CO2, a limit on CO2 production is basically the same as a limit on fuel consumption.

Under optimal burning conditions gasoline, used by internal combustion engine , should produce only CO2 and H2O, under suboptimal conditions there are C0 (that can poison hemoglobin
and reduce its ability to transfer oxygen)
and different carbohydrates including aromatic compounds that are carcinogenic
PT and Pd Catalysts used to convert partially oxidized carbohydrates to CO2 and H2O

Chinese emission standards for automobiles are being brought up to European standards in steps. Once their laws are fully implemented, in another four years they will be more stringent than those in the United States. But they are not there currently.

By January 2008 Beijing is scheduled to be brought up to Euro 4 standard, and the remainder of the nation must comply with Euro 4 in July 2010.

Beijing is currently operating under Euro 3 standards while the remainder of China operates under Euro 2 standards until July 2007.
