Europe has been a tough nut for Wal-Mart to crack. They did acquire some chains in the UK, but they have had to deal with political roadblocks elsewhere. Also, many of the retailers in Europe slimmed down and reduced their prices in anticipation of a Wal-Mart invasion.

I remember reading somewhere that Wal-Mart eventually wants to get half of their sales from outside of the U.S. In fiscal 2006, they generated 20.1% of their sales from international sources versus 16.3% in fiscal 2002

International stores
2006: 2,285
2003: 1,170

U.S. stores
2006: 3,856
2002: 3,244

Lots of stats in their annual report:
