Oof. I don't know that I can. The obvious answer is that terrorists would stop blowing up buildings and killing innocents, but I'm not sure that will ever happen.

You're forcing me to think of something I haven't ever really though through. How about this: provide an environment where serious differences can be resolved politically rather than with isolated acts of horrific violence?

No, that doesn't do it either, although a democratic government in Iraq does provide more opportunities in that direction.

I guess the answer to your question is, "no, I can't define what a victory would look like." So long as there are people who refuse to compromise on anything, the only option would be to remove ALL of them, and all who would replace them, from the public sphere.
