I think that's an overstatement. I'd say that he feels he has a big job to do to save us all from the invading hoards and he doesn't want to have to deal with a lot of gnats buzzing around. That needs a little evidence/argumentation to substantiate. The Andy Card quote, the one in which he says the press is simply another interest group occurs, I think, very early in the Bush administration, perhaps before 9-11. I think it's fair to say that from the viewpoint of the goal fo the imperial presidency, the Bush folk easily come to see the routine checks and balances of the US system of government as "intereest groups."
