Talking with you is not quite endlessly fascinating. Two things occur in sequence. First the Bush folk come to power with Cheney having already convinced them the imperial presidency needs to be reinstated. That's more than the usual presidential arrogance, certainly as actually practiced by GWB's five predecessors.

But they really have no large story to piggyback those aims on.

9-11 gives them that story. They use it for such.
