I believe a prosecutor would say that the Bush-Cheney crowd had motive, means and opportunity, and therefore stand responsible for their actions regarding the imperial presidency thing.

Good. Because, given that story there are no conflictual priorities between the imperial presidency aim and the WOT. They are hand in glove, may I say, compatriots.
