Actually if you look at this map, the literacy rates do not seem as bad in most geographical areas.

However, the weighted average is brought down by two states, Uttar Pradesh and Bihar, which hold about 45 percent of the population (about 450 million).

Here is another interesting set of statistics.

The big boost in education enrollment took place just after India's independence. Unfortunately, the primary school enrollments have hit a wall in the last decade.
