That's quite the hypothetical... depends on the damage and their perceived ability to do it again.

Whether North Korea hits Japan with a missile or not, its leadership should be replaced and its people should be allowed to participate in the world as normal human beings, rather than as oppressed slaves under the autocratic rule of a nutcase
