The Pals never seem to consider this. They are looking back, reacting to the last Israeli over reactive reprisal for a previous attack or some other outrage. They never seem to look ahead.

It seems neither side learns anything. At least the Israelis have a government that is in control of it's various factions. That would seem to put the onus on them to be effective and take some course of action that works.
