Is the public outraged about the woman's death? It would seem driving around or over that tunnel is wise....not through it.

Politically connected hack sets up phoney minority company by bringing in a black figurehead to head the phony firm. They get the Big Dig contract and farm out the work to union shops. Job ends up costing three times as much and the political hacks get their dough off the top without doing anything.
