Yes, if the Chief of policy was also a crook and of the Mayor was corrupt, then I would hold them responsible for setting the stage for lawlessness. When the President does whatever he thinks he can get away with whether it is legal or not he sets the stage for lawlessness -- the lawless mess that is now Iraq.

Only in your perverted mind is it idealistic to think that the President of the UNited States should obey the law.
