Had we, in the 90’s, spent a small fraction of our 02-06 war budget on the CIA, we might’ve had eyeballs on Saddam and Osama 24/7, averted 9/11, and be back on the moon. :-)

Had the FBI been talking to the local guys and to the CIA instead of having 5 parties (now add in homeland security) all out for their own glory and not sharing data perhaps we cpuild have easily prevented this with far LESS money than we are wasting now.

Homeland security is wasting billions on totally unproductive stuff and a lot of it has nothing to do with homeland security at all but researching Quakers and doctors that perform abortion.

I would combine the military under one person responsible for the entire budget as opposed to and Army budget a Navy Budget and an Air force budget. I would give that person 40% less and say appropriate the funds while also saying none of it goes to nukes.

I would do the same for the CIA.
There would be one freaking database not 4 and the CIA, FBI and Homeland security would all be combined with one person and one budget.

It is easily possible to accomplish more with less.

Hell, I would eliminate Homeland Security entirely and just have the CIA and FBI cooperate while slashing the CIA by some 75%. The amount of material that was gathered on some of those terrorists was staggering. The fact that there was no communication between organizations was the problem.
