Not really. They where fairly even across the board. The wealthy did indeed benefit more than anyone else but that's because they pay more taxes.

It was pointed out at the time that they would be more effective if the lions share of the cuts went to lower-income people who would immediately spend them on stuff they needed or wanted.

You might get a short term bump from increased consumption. Long term you have to increase investment.
