I expect this has about 1% to do with Homeland Security, and 99% to do with getting it to places where it can be rinsed, and recycled into the coffers of the desired Republican Candidates, from whence it will issue forth in whatever manner they, in their all-seeing, all-knowing judgment determine, and after further Lady MacBeth style rinsings, will return home to the safe harbor of those very same candidates.
