How could a framing contractor commit fraud?

Lets say they bribed the Lennar employee who let out the contract. That's fraud.

Let's say they didn't pay their suppliers, but signed the statements guaranteeing that they did. That's fraud.

There's so many ways they could have committed fraud its not funny.

Just for record, this took place in Arizona, not Florida - not that it changes anything.
