Nor is it particularly objectionable. However, it doesn't strike me as one typical of Rostenkowski. Any source for the quote? And context in which he said it?

When I saw it, I was surprised. A quick google doesn't have him saying that.

But if he had said it in his capacity as Ways and Means chair, you are too quick to declare it unobjectionable.
