I will admit to being a bit flippant with that crack, but I would guess that any measure of happiness that's partly dependent on an "environmental footprint" will create higher ratings along the tropical belt of the planet, where less energy is required for habitation. Combine that with relatively good low cost health care, a decent economy, infrastructure, low population density and voila! Happiness. And that's why so many gringos are flocking there-fueling that economy.
