The fact that it happens there, even the possibility that it happens more often there then other places, is not reasonable cause to suspect Rush was paying for sex with children. New Orleans had (and maybe still does have) a very high murder rate. If you see someone with a gun in or around New Orleans you don't have cause to suspect them of murder.
