Yes, the right man in the right place at the right time.

Such times don't come often. Bush Jr. could have presided over a rare golden age, but instead he squandered the treasury on pet projects, funneled the surplus into crony accounts, and went to war without a clue as to what he was going to war for and thereby no clue when he was done.
