I think the main reason they don't want to classify them as POWs is that POWs can't be interrogated, especially with the use of torture/coercion.

The human rights folks will fuss no matter what, but holding them until the end of the war is surely better than torturing them, one of your hobby horses. At least it has historical standing as fair play. If they want to go home, they have to hope their boyz don't drag out the war. Probably not a lot of incentive, but it's some.
