Some people talk about diplomacy at the end of a gun. Diplomacy takes many forms. Shutting down NK's primary source of foreign exchange because it was illegal is a form of diplomacy.

Bullies and toughs primarily growl and attack when they see weakness (1998) and when they are feeling cornered (2006). I have no concrete evidence of it, but I suspect that NK is feeling cornered.

If the rest of the world would stop propping them up, NK would collapse very rapidly. They might take out a few SKers, but any conflict with NK will probably cause too many SK casualties.
