It gives him an excuse for his wife having voted for the authorization to use force, without losing his ability to criticize the execution of the action. When the congress passed that authorization to use force, it was with the CLEAR UNDERSTANDING that if Saddam did not FULLY COMPLY WITH UNSC 1441 (which was yet to be voted on by the UNSC), then Bush would have the authority to respond to Saddam violation of the UNSC binding resolutions with military force immediately. Bush waited the appropriate period of time for Saddam to FULLY COMPLY and the UNMOVIC report of March 9, 2003 indicated that Iraq HAD NOT COMPLIED. Bush did not just "rush" to war. He gave Saddam over 3 years to come into compliance, and at least 5 months AFTER the congress authorized the use of force. Theoretically speaking, Bush had full authority to use military force the minute that authorization passed the congressional vote and certainly after the unanimous UNSC finding that Saddam was in material breach of the cease-fire and UNSC 687 (and every other UNSC resolution).
