No, the Arabs arrived with the Arab conquest in the late 7th century ce, conquering and displacing the local Greek and Levantine inhabitants.

The Jews have been in Israel continuously too, just not as a majority.

You want to look at somebody who has been in the region continuously, check out the Phoenicians and their descendants in Lebanon. But the Arabs conquered them too.
