Suffice to say that India can walk in at will and kill only those trouble makers and not the innocents.

Any time you use military force against people who operate from areas full of civilians, civilians are likely to get killed.

If they enemy offers you a set piece battle on an open uninhabited battle field than you can avoid all or almost all civilian deaths, but that isn't likely to happen in modern war, esp. if one side is militarily much weaker than the other.
