I think it's just a slogan for them now --- and hasn't been a consistent policy for years.

Authoritarianism requires a bigger, more intrusive government to enforce it's mandates and regulations and prohibitions. Unfortunately Big Daddy government fans have more control over the actions of government now then the remaining (& ever fewer...) small government types and Libertarians.

Most internet gambling is conducted from offshore tax havens. The feds want the gambling tax revenue and hate the competition.
